I've installed this version of Recode on two different machines.

I have the feature, "Keep all menus in their original quality" set to Yes.

When I import a DVD (.ISO / Daemon Tools), and uncheck "Fit to disc", I can manipulate the Video Quality [%] sliders for the Main Movie and Extras components of the disc.

For the Menus, I cannot do anything but check and uncheck audio and/or subtitles. I don't get any compression sliders in the Menu tree. And the Menus are getting compressed, because the sizes being reported are the resultant sizes after processing and these are markedly less than their original sizes (as checked with DVD Shrink, InstantCopy, .VOB comparison, etc.).

Is this normal behavior or is something funky going on here?

I am not sure if it is a bug or not, but menu compression may be avoised following way:

Specify a custom Target DVD size to something like 10000 MB (should be more or equal to the original size of the DVD Video),

Import the DVD Video (all titles wil be imported with compression ratio at 100%), and after that change the Target DVD size to DVD 5.

Compression ratio for Main Movie and Extras will be recalculated, but the Menus will stay unchanged.

Now, can someone tell me what Recode is doing to .VOB files that I otherwise tell it to leave alone? I had almost a full meg shaved off the main movie on a recent trial...
