I used bitrate calc and got this result:

Pic. structure: Frame
Field topfirst: Yes
DCT type: Field
Quantscale: Nonlinear
Scan type: ZigZag
Frame type: Interlaced

In the Guide Getting the best out of CCE it says clearly : "Picture structure is frame, so you would check Progressive frames in CCE"

However DCT type is field and frame type is interlaced. In that case the The FAQ says: "for interlaced material, deactivate "Progressive frames" and "ZigZag scanning order" (CCE-SP 2.50), uncheck "Progressive Frame" and set Block Scanning Order to "Alternate"

So the guide says to select progressive, and the faq says to unselect it. Which is it? I *think* that picture structure is not the only option to look at (as is written in the guide) but I am not sure.

ok I will try the deinterlace settings, but that means the guide is not correct. (not wrong either, just not specific enough when it says to check progressive when "Picture structure" is frame.)

the guides are usually written with NTSC in mind

you probably dont need to deinterlace, even tho its flagged as interlaced, the movie may indeed be progressive, you have to physically look for interlacing lines.
