Is there any reason in particular you're going for CBR? I'd recommend using VBR for best quality at an optimal file size.

Variable bitrate is always preferable, unless you are incredibly pressed for time.

I usually do my home DVD's with VBR, 2000 minimum, 6000 average, 8000 maximum. However this would be tight for a 2 hour video. Best bet would be just to reduce the last two values until you get closer, I would guess that 5000 ave with 7000 max, might get close.

You don't even need a calculator to figure this out:

Divide 600 by the number of minutes in your finished video. The result is the video+audio bitrate to shoot for.

For example: I want to put 2 hours on a DVD-5 blank, using AC-3 2-channel audio.

600 / 120 = 5Mb/sec

AC-3 requires about 0.2Mb/sec, so that leaves 4.8Mb/sec for the average video bitrate. I would personally set my parameters in CCE to: min=0, max=9, avg=5.8. Done.
