I searched in this forum and on doom9's site, but i didn't find the answer.
I wanna make some examples:
1. I have an Avi an want converting them into SVCD's. But the Avi's where croped an dont have borders. Encoded fully as fullscreen (with egg heads, but with Zoomplayer i can switch to the right aspect ratio). My TV doesn't support such things and i don't wanna have egg heads ;)
2. I have a SVCD with egg heads and want to reencode it with CCE or Tmpeg.
K, but how can i find out wich aspect ratio i have to take and where i have to add the borders ? Maybe i wanna use avisynth to add borders, but what to choose if i'll use Tmpeg without avs script ?
Hope the is a tool or something else to check out the right AR !

For your example #1, AVI, you have already determined the "correct" aspect ratio through zoomplayer. Or at least, an aspect ratio that looks good to you. AVI videos have square pixels, and you are using the player to resize the video to 4:3, 16:9, or perhaps to a custom aspect ratio. If you want one of us to do the math for you, we'll need both of those values, and whether you use PAL or NTSC.
Your description of example #2, an SVCD, may express some confusion about the SVCD format, depending on how one reads it. Since you are posting in the Newbie forum, I assume you are not aware that SVCDs are stored anamorphically, and are looking at the video stream as if it has square pixels, like an AVI.
SVCDs are always 480x480 NTSC, or 480x576 PAL, and are designed to be resized to 4:3 during playback. The borders encoded on SVCDs are designed to restore the content's original aspect ratio upon playback. And I'm not sure from your description what format you intend to encode into ... I recommend Doom9's format conversion guides as a starting point for converting from SVCD to another format.
I've done AVI->SVCD, as in your example #1, but these were where the AVI was an intermediate step in converting VHS tape to SVCD. As such, the aspect ratio was already known 4:3. For my particular process, I used Gordian Knot to generate AviSynth frameserving scripts, which included appropriate borders and resizing. Gknot is designed for MPEG-4 AVI creation, but has the capability to be used as a script generator for some (S)VCD encoding processes.

Resolution (576x304) and the aspect ration in brackets (1.1895:1). Hollywood movies mostly have one of the 3 aspect ratios: 1.33:1 (also known as full screen or pan&scan), 1.85:1 and 2.35:1. If the value in brackets is close to the latter 2 you'll have to set the aspect ratio to 16:9 , if it's close to 1.33:1 leave it at 4:3.
