An interesting question I'd like answered is: How do I set a bitrate and get to it? 1st pass CBR never comes out to what you set it to, and 2nd pass is similar. Is there an option or way I can simply input my "desired" bitrate and actually achieve it or come extreme close to it? Thanks.

not here. my encodes are ususally around 100 kb smaller than what i set (for 20 min, 200mb). IMHO xvid hits the mark by far most close of all codecs i tried. If you you need better accuracy...
or did you fiddle with the switches from pass 1 to 2 ? then no wonder it goes dada :)

When i used CBR my results came out around 5meg +/- from my target which was good, and i've never had problems with 2pass coming out at the wrong size.
As unmei said, changing your settings between passes will give u the wrong size.
