odd frame every ~30sec in Xvid encode (pic)

i get a frame like this every ~30sec-1min in a video i encoded in Xvid

using Koepi 24062003-1 Xvid, with mp3 audio

does this frame look like anything somebody has seen before ??

i found i didnt have the best settings in my Xvid set up, so changed that and trying again,
might of been a conflict in the settings i did have

we'll see

but am curious if any experts know what would coz this.
its not a regular 30sec
it not every I frame coz i got max I frame at 25, to aid the jumping back and forth that this film will be used for
