LPCM to AC3 2 ch

Dear everyone,
I want to know how to convert audio from LPCM (Laser Disc Mastered Audio) to AC3 2 chanel? Is there additional hardware? or just software? What kind of software?

just rip the audio onto your computer as a wav 48khz, 16bit dump it into your favorite Dolby Surround encoder and encode it to a Dolby Digital 2/0
