AC3 conversion bitrate isn't what I specified

Hello...

Well, I'll just paste the logfile in because I think it says it best. I tried to encode at 128, and the actual average bitrate of the output AC3 file is 256. My original WAV file was ~36 seconds. The output AC3 is 73 seconds, or at least Zoom player thinks it is, because of the bitrate. Obviously the resulting file sounds s l o w . :)
