Not really, when I try to convert xvid -> SVCD using tmpg it says its converts it fine but then the fun begins. My mpeg-2 files when opened are all green and blocky and if I let them play for more than 2 seconds the computer crashes. Ive tried everything to fix this and besides formatting have had no luck, anyone else have this problem?

Yes I've had the problem.
In one case I was able to resolve it by demuxing
and muxing back together - in Tmpgenc tools.
Be sure to choose the svcd(vbr) option when doing the MUX.

I mean ALL the mpeg-2 files on my computer, its like it messes up the codec somehow.
