Sorry for the strange question but is there a way to convert a meastro chapter file from 23fps to 25fps. i used pulldown on a 23fps video and changed to PAL DVD 25fps and now the chapters arent in the right place.

Why did you apply a PULLDOWN to your video?

Anyway, your chapters are going to be "off" because they are set by times and, unless you add a frame every second, your times will now be off. Just manually reposition your chapters - not a particularly difficult task.

So, you applied a 24:1 PULLDOWN? What software did you use to accomplish this?

I always thought that adding one frame would be the easiest way to get NTSC film to PAL, but not being from PAL land, I never had any reason to try it.

Did you re-encode your video for the size differences? If so, did you enter in your chapter points in your encoder? How far off are your chapters?

There is no need to add a frame per second. Studios just accelarate 4% the film content of 24fps to get the desired 25fps for Pal.

And you wouldn't like the result of adding one frame every second. Even if it were blended, the motion would be detectably jerky.
