after i've made the bin/cue files....what do i do with them when i burn them onto a cd? i'll have a bin created out of the IFO from the original dvd...but when i burn the bin/cue there is obviously no video on the cd to watch in a dvd player....and no more room to include the vcd mpg on the cd. what's goin on?

The bin is a disk image, basically an exact copy of what the disk would be if you were to burn it. The cue file is just a txt file which instructs the burning software on how to burn the bin.
You can use cdrwin, fireburner, CDRAO, or even Nero to burn the bin. Just load the .cue.

yeah i use nero, but after i burn the bin/cue it should just play in my dvd player?

If the disk image was authored correctly according to VCD compliance and your dvd player both supports VCDs and can read your media, ie: brand and type of cdr/w, then yes it should play fine.
If you are not sure if you have authored your VCD correctly then there are some sample VCD disk images hosted at www.dvdrhelp.com that you can play with. On that site you can also find a compatibiliy list which will tell you whether you dvd player supports VCDs or not, if you don't already know.
