i've been reading the rv9-ehq posts, but i'm still a little confused about the "...30% improved compression efficiency over standard RV9." does this translate into a reduction in filesize at any given bitrate when comparing videos produced by rv9-standard and rv9-ehq or just that rv9-ehq gives you better picture quality over rv9-standard at any given bitrate?

better picture quality :/ bitrate is still bitrate, the bits are just more wisely spent

it's a way to describe the improvement in terms of a percentage number. What it means is that given two bitstreams that appear to be roughly the same visual quality, the one with EHQ will have up to 30% lower bitrate.
However, given two bitstreams at the same bitrate, the one with EHQ will have higher visual quality. To describe this numerically I would have to say up to 2 - 2.5 dB PSNR better quality, but that's hard to visualize.
