fuzzy/pixled picture when converting in DVD2SVCD

OK, first of all, I have an Athlon XP 2200+ with 512 Mb RAM, Nvidia Gforce4 MX, SB LIVE! 1024 and a disc with aprox 15 - 20 Mb free space. The OS is Win XP Pro SP1.

I do my tests on my PAL DVD "The Scorpion King", Chapter 13. (I have also tried some of my other movies, but with similar results)

What happens is that there seems to be pixled shadows around all characters that are in focus, and if, for instance, they are standing in front of trees, that whole area is kind of fuzzy. Some letters in the subs are also fuzzy.

I use CCE 2.5 but have also tried TMPGEnc, but with the same result.
I also tried the anti noice filter and adjust Image quality priority from 5 to 70, but with only a small difference.

I have also tried all three resize methods and upgraded to Avisynth 2.5 with the mpeg2dec3.dll for a while to see if that could help, but no...

I'm currently using bbMPEG 1.24 from the DVD2SVCD homepage but that didn't do it either...

Have also tried all interlacing methods but smartdeinterlace (causes CCE to crash), blendfields and verticalReducBy2

After all of this have also reinstalled Windows...

when I look at the finished result in Bitrate Viewer I can see that I have an average bitrate of 2230, which should be enough for a decent picture quality, and when I edit the project file in CCE the frames look perfect (but I don't know what I'm actually viewing then the VOB or the converted file?, I'm a newbie so I'm not sure...)

I have searched the forum and read all the guides but have found nothing that can solve my problem, even though I've come across a thread that seemed to be about a similar matter

Are you playing the final result on your PC or on your TV?

Keep in mind that if you play it on your PC the video will be greatly strechted over what TV will give you and you are far more likely to see noise and blocking that you will not see on your TV.

SmartDeinterlace does not work with Avisynth 2.51. If you installed that version uninstall DVD2SVCD and reinstall it this time with 2.08.

Now I know why smartdeinterlacing don't work.

I've played the result on both my PC and my DVD and, yes, the result is better on the DVD but far from good...I have seen what results one can get with a SVCD and mine are like pretty poor VHS copys..(sight) ..I just can't figure out what goes wrong...

By the way, when I edit the .ecl in CCE and click "Advanced", I can see the frames, but what do I see; a preview of the finished result or a frame from the VOB file?
Because those frames are exellent quality.. (stupid question maybe)

It's from the original since nothing has been converted.
The purpose is to check resizing, blocking, subs and other settings like that that.

OK, well that makes sence I guess..

I have compared my results with those of others and the conversions I make is clearly of a very much lower quality... Are there any special issues with Athlon CPU's that can cause this? I know that I should check the "Add resample audio" box in the frameserver tag, and I do, but is there something else I should think about that I've missed?

Nope there is nothing special and I can't see anything wrong in the log. In fact it all looks good.

You may want to play the ripped Vob files in WinDVD or PowerDVD to see if the originals are Ok.

I would gladly add an image but since I don't have a web server I guess I would have to add it as an attachment, right? The "Insert Image" button seems to require an url to point at
