If you open your D2V file in Gknot and it displays 23.97 fps, then you don't need to IVTC since it's already at the right fps. But if it says 29.97, then you have to do a manual IVTC. Also you should check your version of Mpeg3dec.dll and Decomb.dll. The newest Decomb beta filters don't work in YV12 mode.
Neuron2 is going to release the YV12 mode of his newest filters sometime soon.

They all should be in the root dir of GK (make sure that avisynth path is pointing to that dir as well)

you probably installed 2.0.8 downgrade, which you shouldn't have...
2.5.x required

Your using the wrong version of decomb then. Use the ones included in the Gknot package.

To verify the version of AviSynth you have installed, create a one line .avs script with:version()
