I try FieldDeinterlace(blend=false),TomsMoComp(1,5,1)
But result is not very good..

I think, that DGBob(order=1) will be a good choice for 59,94 fps output.

I feel "FieldDeinterlace(dthreshold=9,blend=true)" is best at present
I hope that topright "log word" is as clear (not blurred) as possible...

this clip is purely interlaced! it is not progressive.

As the brain says, the clip is interlaced video; you can't apply a progressive frame recovery to it. To tell if a clip is video, separate fields and single step. If you see a new picture with each field in moving sections, then it is interlaced video.

You are hoping for the best treatment of the upper right hand logo. The problem is that it has cross-color effects and so is changing with every field. That makes it hard to exclude from a deinterlacing algorithm. The deinterlacer needs to work on luma only when calculating the motion map. My Smart Deinterlacer for VirtualDub can do that, and I suggest you try it. Get the most recent version (2.7b2) from my site. Load the filter. Unclick "Compare color channels". Click "Motion map denoising". The results will be just what you are hoping for. :)

I cannot immediately think of a way to achieve this with Avisynth filters. Time to port Smart Deinterlacer?

EDIT: I just remembered that Dividee ported it long ago. Try this:
