Which is the best authoring program to create DVDs with that allows the importing of the different file formats (mpg, avi, m2v, m2p, ogm)

Are you familiar with rule #12? We can tell you some programs that support these file types, but it's up to you to decide which is best for you.
For support of the file types you mentioned, you would be using consumer oriented (less professional) software. The top 2, Scenarist and DVDMaestro, use elementary streams as source.

Which authoring programs support the most different types of source formats? And Is there a program that can convert alot of different source formats into a format that I can use in a more professional authoring program like Scenarist and DVDMaestro?

You could use CCE or TMPGEnc to convert your avi's, mov's and dv's to m2v. And for an .mpg you just have to demux it(if MPEG-2)and if it's MPEG-1 you can use TMPGEnc to encode it to a m2v & mp2 file.
For everything else, I guess you can use AviSynth.(But I wouldnt know about that, I'm not that fond of Avisynth. Or... I havenīt got the time to get into script-making'
