and there's a video in MPEG2 cutted from VOB with TMPGENC (http://www.cesky-interier.cz/files/q-w-y_strange_lines.mpg) (1,8 MB)
When i use
SwapFields
FieldDeinterlace(blend=false)
its better but not perfect.
Can you help me please?

We need a VOB fragment to help you.

Was the MPEG2 made as interlaced?
Sorry to be picky, but can't you just use VOB Splitter (or something like it) and post a VOB fragment without transcoding?

@neuron: TMPEGEnc can also cut MPEGs without transcoding.
Wow this is bad material for a DVD. Seems like TV material that has been edited, fielddubbed and transfered a few times before it was put on the DVD. It has duplicated fields, but at the same time there are some temporal ghosts.
IMO you shouldn't consider this interlaced. You should be able to reinterpolate slightly better, using something like:
separatefields()
selecteven()
lanczosresize(720,576)
Or even more advanced:
separatefields()
v1=selecteven()
v1=lanczosresize(v1,720,576)
v2=selectodd()
v2=lanczosresize(v2,720,576)
mergeluma(v1,v2,0.5)
mergechroma(v2,0.5)
Or faster:
verticalreduceby2()
lanczosresize(720,576)

dunno why, but music videos are NOTORIOUS for being like that.
they de-interlace it for no good reason.
my Portishead DVD was worse... it amounts to the same, but it's all offset by 1 field. so every frame is interlaced, but if you shift it back it looks just like the pics you posted.
you might get lucky using tomsmocomp to fudge the missing field. i tried that with acceptable results.
just go: tomsmocomp(1,5,1) and it'll be nicer. make sure you've got yuy2 input though.
