Mpeg freezing of many frames (in all the apps exept vdub)

i've downloaded a movie which freezes by many frames here and there during the playback.
Rite yesterday i tried to open it with Vdub and this appears to be the only app capable of playing it flawless.
At this point i'm asking for any suggestion to try and correct the issue.

I want to add that i tried to use VCDgear with fix mpeg errors enabled but after reaching the 1662 in Padding tab it sais writing but nothing seems to happen.
