question on bitrates for svcd

ok a very basic question, but as i wanted to increase quality on my svcd's I ran across something i'm not too sure about. Searched forums but nothign specific to my question. Since I don't yet have a dVD player that plays svcd's, I can't test any of these cept for on my cpu.
The question is I have a 60 minute dvd and i want to use 2 800 mb cd's for it. In the bitrate tab, I just change the default box that says 50-76 1 cd to 2 cd's. What i'm not sure about is that the bitrate on the right now says 1981 - 1232.
When i enter 2 cd's the bitrate jumps to 4164 - 2668.
Standard svcd for the dvd player I hear is 2700 or something like that.
What I wanted someone to clear up for me is that I was thinking since my max bitrate is checked off at bottome with a value of 2530. Will that mean that the 4164 value is just a max but it will never get used becaue my max is set for 2530.
If so, what impact does this have on CD size? Will each CD size be smaller since we are not using the max bitrate available? And is it safe to create a svcd like this or should i just reduce my value in the cd box to 600 so the bitrate on the right says 3066 - 1946

no, the first will be full (800MB), the second will be smaller

it is safe to leave it like it is. once you set the max bitrate correctly (as you did), you shouldn't have to worry
