Is it common broadcast way to show black borders for widescreen film material (e.g. 16x9 on 4x3 TV-set)?

Is it common to show full picture when displaying advertisements?

If both are Yes, then a filter can analyze borders in/out and produce a log that can be used to trim the ads from the clip.

Is it worth thinking about?

I think movies shown on broadcast television are always converted to 4:3.

It varies with channels and movies.

So it might be a good idea.
