Seriously, You seem to have forgotten both RULE 1: USE THE SEARCH! (http://forum.doom9.org/forum-rules.htm) and RULE 12: DO NOT ASK WHAT'S BEST! (http://forum.doom9.org/forum-rules.htm)
But, I'll give you some clues:
Q1 can be found in the VirtualDub help file as well as on www.avisynth.org (http://www.avisynth.org/index.php?page=Resize)
Q2 is very subjective and you'll just have to find that out for yourself. The most popular choises are Lanczos and neutral bicubic.
Q3 In most cases bilinear, but this may vary depending on source and the only way to find out is to make a compression test.
