I have a MPEG1 file that I would like to put on a VCD.
However, the file is not in a PAL VCD standard size (320 x 240 or something like that) so I would like to add a border to make it a standard size for burning onto a PAL VCD.
I've tried a lot but could not find a way to do with with going thru the whole encoding thing again. How can I just add a border to each frame to make it a standard size ? (352 x 288 ?)
