Join parts of ifo file into new ifo

I have some anime eps that don't seperate the episodes, intro, outro and previews seperately with chapters (The intro and ep 1 are one chapter, ep2 and 3 are another chapter, the outro is another chapter, and all three previews are yet another chapter -- very screwy). I want to join parts of the ifo file together so I have the intro, episode, outro and corresponding preview in an ifo file for DVD2SVCD to convert. I've tried encoding each part seperately and just loading them consecutively as I make the image file, but was not satisfied with the playback of the resulting combination. I think I could join seperate project files together with DVD2AVI and then encode and mux by hand, but the subtitles time codes will be a pain to figure out. So is there a way to accomplish this or am I screwed. I thought maybe IFOedit might be able to do this, but I haven't really used it much so I don't know.

If there is a way to do it, it sure won´t be easy.
I would rather author it new.
