100% cpu with Instant?

Is it normal that IC takes 100%cpu? Runing a 2,53GHZ P4...

Sure. The application takes what it gets. Only if your hd is to slow to load and save the data you'll have free cpu. if you want to do something else while encoding i suggest you nice the task a little... from normal priority to maybe below normal priority.
