In case it helps anyone else, found another way to add menus to a SVCD - it's a bit of a kludge, but doing it the normal way my DVD player loses audio sync after using the number keypad.

Instead of creating images for menu pages with multiple chapters, create one page for each chapter. Using the video editor of your choice, string these menu images together creating a mpg2 video. It seems to work well with 15 sec duration per image but this is flexible - though too short and you might have problems selecting an entry point later.

Now add this menu video to the end of your mpg2 video using TMPEGEnc to merge the mpg2 files - other joiners may work, but I had no luck with anything else creating a file that VCDEasy would accept.

Importing this new file into VCDEasy, set chapters as usual for the main video, then add a chapter for each of your menu pages. On the interactivity page or tab of VCDEasy, for the main movie & all of its chapters, set return to go to the chapter for your first menu page. Then select the individual menu pages or chapters, and set each one to go to a different movie chapter on return.

While the movie's playing in the DVD player, pressing the menu button on the remote (return) brings up the first menu page - goes to that chapter point at the end of the movie. The menu pages themselves have to be navigated using the prev and next keys - hitting the menu/return button while a menu page is displayed takes you to that chapter.
