Have a sony digital camera which can record Sony "MPEG VX" - I believe this is 15 frame/sec 640X480 - ?progressive

Live in NTSC land

Anyway the question is how might I get this video into SVCD or MPEG-2 format?

Frame rate will need to be increased somehow, then I need to get it into an MPEG-2 encoder. I have some basic avisynth/CCE experience

I know quality will suffer from low initial fps, but likely will have some footage I would like to transcode and store on CD/DVDR

Any ideas or suggestions?
BTW if there are Cybershot forums I should know about that would help, that would also be helpful

iirc, the newer avisynth version have a 'convertfps' command which i think will do the hardwork for you.

otherwise, if you drop the avi straight into tmpgenc, it can double the framerate for you.
