How do I install and use the 3rd party plugins

I downloaded convolution 3d. I got a zip containing a .cpp and a .dll file. What do I do with these files to make this filter work on my computer.

Also what does the .cpp file do.

.CPP is the source code file (C++ C Plus Plus)
