Where do I download the Custom Matrix files like andreas_78er or HVS

I searched for them here and found some topics that seem to say things like "I have attached it here", but I see no link or attachment.

Shouldnt these things be on a website someplace

yes adding it to the FAQ would be a good idea.

I searched for andreas_78er
I found some for that and HVS
I even saw a topic like "where to get HVS"
I went there and a message said go "here"
which liked to another topic with a message stating that the person made some files, but there was no link or attachment, eventhough mesages after it thanked the person for it.

This is probably a stupid question, but which of the matrices in that zip gives the best quality? or which give the best quality?

stupid answer : in most cases H263 or Mpeg :)

The 'best matrix' is function of your eyes and of target bitrate.
If you're doing low bitrate rip you should use a 'low bitrate matrix' (i think this means high values in the matrix).
This matrix will low the details, but will increase compressibility.
If you're doing high bitrate rips i suggest you mpeg matrix at quantizer 2.

I also use only H263 and mpeg default matrix (I don't risk :) ).
