PAL -> NTSC, Confused!

I have been following this site: http://www.geocities.com/xesdeeni2001/StandardsConversion/

and I went added all my vobs in DVD2AVI and it made my d2v file, so I followed it on there and it said to write the avisynth script, wrote that, and I opened it in TMPG but when I open TMPG I get this error:
The Procedure Entry Point WMCreateWrite Could not be located in dynamic link libary WMVCore.dll..

I hit okay and move on, and my encode makes a super small file, Could anybody try to clear up PAL --> NTSC for me? What should my final result be before I burn to a DVD? a VOB?

A dumb question - did you download and install AVISYNTH ?

LOL!! YES!! I am an avid Avisynth user so I am very familar with every program the site tells me and scripting .avs (I am running avisynth 2.5)

Use Start->Search and put the name of the .dll file you cant load. It should be under the c:\winnt, c:\winnt\system32, or the home directory of the application you are trying to run.
If you cant find it at all, reinstall the application.

Yep, I did just that and I did a FULL REINSTALL OF TMPG. and still did not fix it.
