How to change video's framerate with CCE?

I want to switch the framerate with CCE so during encoding it will be NTSC.

I've seen no option on how to do that. Is there a way?

It is possible in CCE-SP 2.66/2.67 (Video... - Frame Rate - Set). But it is better to do this in AVISynth and you need to change the speed of the audio as well. See also here: http://www.geocities.com/xesdeeni2001/StandardsConversion/
