Hi Face.
Adobe After Effects is one of the best solutions. Easy and fast to use.

Sonic Foundry's DVD Architect also allows you to make motion menus. You can have videos set as buttons and have them as backgrounds to your menus with or without music.
Thanks for the replays. I dont have adobe after effects program and i guess it is not cheap to buy...however i saw CineStream on the internet for a reasonable price....anyone know if this program works for my needs ?
Thanks
Yes, Cinestream does include a Picture In Picture (PIP) filter to allow you to create the necessary video for a DVD motion menu - I even wrote a tutorial on this, a couple of years ago (see here) (http://forum.doom9.org/showthread.php?threadid=27176)
As I've said elsewhere, I rather like the Cinestream/EditDV interface, and it does a nice job of PIP, including adding drop shadows etc. If you can get it cheap, then by all means, go for it, but bear in mind that it doesn't like M$ .AVI files, preferring to use QuickTime .mov files, and it doesn't include a good MPEG export module (although standalone MPEG encoders based on QuickTime architecture, and with relevant export modules (such as Heuris MPEG Power Pro or Discreet MediaCleaner) are able to directly link with Cinestream's timeline). If you use Cinestream, the best method is really to export a full DV.mov, and then import it into Cinemacraft, TMPGEnc or ProCoder etc. This is more time and space consuming though...
Note that I wouldn't spend more than $100 now on Cinestream. If it's going to cost you more, then get back to me and I'll recommend some alternatives. If you need a demo of EditDV (which is essentially identical to Cinestream, except that it doesn't include options for embedding action scripts into Quicktime files - irrelevant to your requirements), then PM me.
The good news is that you have plenty of options for what you wish to do, and you need not spend a fortune (although results do improve, in terms of image quality, when you spend more). It's currently a buyer's market :)
If you do decide to use AE, then I wrote a basic After Effects mini-tut (http://forum.doom9.org/showthread.php?threadid=40261&highlight=Arky+After+Effects+PIP) for PIP menu jobs.
Arky ;o)

(maybe next time even before you start a new tread)
wondering what you have done in your 5 days ...
