I use my one CD-RW to experiment with various kinds of Boot CDs. It currently contains a Bart Dos Boot, at least according to Window's Explorer. However, depending on the machine, sometimes Bootit NG shows up. Bootit NG was burned in previously. How is this possible? The burner is a Toshiba SD-r5002.

I have that same drive and despite it being great in every other respect, it has been flaky on CD-RW's with me. What probably happened is that you did a quick format on it prior to the second burn, telling it to mark the data to be written over. It probably on re-wrote a section of it, leaving enough fragments of the previous boot record to fool your system. I recommend doing a complete erase on the disc and trying it again. It takes longer, but ensures that all data is erased.

That sounds right. I decided that I needed another CD-RW so I bought a pack of 5 Memorex. Four were duds so I returned them for Imation. If they don't work, I'll just use CD-Rs.
