Whats the best way to de-interlace?

I need to know what the best way is to de-interlace when encoding to DVD Compatible MPEG-2 that I want to be progressive. All my sources came from an interlaced NTSC tv signal and were recorded on an NTSC DV-Cam (also interlaced). Then captured via firewire into DV-AVI and edited in Adobe Premiere 6.5. I'm using the Avi Synth frame server to serve the video to be encoded in the latest version of TmpGenc (NTSC DVD profile). So in this case, what is the best way to encode the interlaced source to progressive MPEG2? What field/deinterlacing settings should I select in Premiere export and which settings in Tmpgenc for the best quality? Thanks.
