Hi Egghead,
this is not so complicated. I can offer you this scenario:
1) Rip first PGC with DVD Decrypter or Smartripper.
2) Do d2v project with DVD2AVI and frameserve it with AviSynth
3) CCE (or whatever) it - I recommend you to modify your ecl file (if you use CCE) to be sure your chapterpoints are at the exact same places like in original DVD (I guess each chapter starts with short black screen so it will be fine to keep this in your copy ;))
4) Import it into authoring software, add audio and subtitles
5) Create two PGCs and import your movie in both of them
6) Compile
7) IfoUpdate
8) Get VTS Sectors
9) Burn
10)Enjoy :).

The 2 PGCs share the same vobs, so you do not put the movie's video/audio/subs on the disk twice.
But aren't you curious why there are 2 PGCs of exactly the same length? Most likely, it is 2 versions of the movie. Possibly multi-angle titles. The topic of multi-PGCs has been covered all over the place if you want to do a little research. If it is 2 angles then ripping the files without consideration for the VobIDs will get you a movie that shows a small portion in one language and then repeats that portion in another language, then back to the first language for the next little part, and so on.
Yes, on the Memento DVD, there should be two versions of the movie. As you may know, Memento originally plays "backwards", the movie starts with the ending and you end up at the beginning :) (it's actually one of my favourite movies). The other version (possibly a simple playlist) plays the movie in the "wrong right" direction, IIRC even with the ending credits scrolling backwards :)
Blast! If that's true I'll have to rent it again - I missed that second "backwards, i.e. forward" version.
Well, that's not too bad of a situation as it is indeed a very fine movie.
