Is there any way to convert a mpeg2-stream with 23.976fps to a mpeg2-stream with 29.976fps and 3:2 pulldown-flags, to be compatible with the DVD-standard?

Yes... run PULLDOWN.EXE. If will set the first frame and the repeat frame flags for you to get from 23.976 to 29.97fps.
