is there postprocessing the vcm codec doesn't ?
Or maybe the wmv format permits to use some quirks avi doesn't, such as variable framerate, and that the codec uses in some cases to gain substantial bits used somewhere else ?
And also, you have to take into account wmv format has probably less overhead than avi. So when you targeted same filesizes you didn't target same amount of video data...
All this is speculation, so
amir, ming, any idea ?

I am surprised to know that you saw the quality from WMV9 VCM is much better than the one encoded from WMEncoder 9. This should not be the case. All the encoder settings and post filter decisions should be pretty much identical.
Ooops, I wonder whether there is any way for you to share the encoded files and the encoding settings so that we can take a look from here?
