Hi,
is a dvd where different titles have different codecs and resolution still compliant to the standard?

An example:
title 1 made with MPG1/mp2 res. 720x576
title 2 MPG2/AC3 res. 704x576

and so on.

Tmpg DVDAuthor doesn't permit me to do it.

Yes, sort of. DVDs don't use codecs. Within a disk side all video must be the same standard (NTSC or PAL), and within a titleset all video must be the same coding mode (mpeg1 or mpeg2), resolution, and aspect ratio. Audio may be different, as there are 8 tracks.
If you want to make a disk with video that differs in any of those respects, use seperate titlesets (vts) for them.
