Is there anyway to control how TMPG CQ mode works? For example, when I want to encode an action movie, I would want TMPG to do sampling on more but shorter clips so that predict the size of final file more precisely. Also, when TMPG tries different CQ values, is there a way to let it sample different clips. Statistically, it will be more robust.

try this:
(my way to use TMPGEnc in dvd2svcd)
the matrices "Notch BETA-1a" for TMPGEnc
copy this to matrices.ini in
dvd2svcd folder and save.
[Notch BETA-1a]
Intra=8,9,12,22,26,27,29,34,9,10,14,26,27,29,34,37,12,14,18,27,29,34,37,38,22,26,27,31,36,37,38,40,26,27,29,36,39,38,40,48,27,29,34,37,38,40,48,58,29,34,37,38,40,48,58,69,34,37,38,40,48,58,69,79
NonIntra=16,18,20,22,24,26,28,30,18,20,22,24,26,28,30,32,20,22,24,26,28,30,32,34,22,24,26,30,32,32,34,36,24,26,28,32,34,34,36,38,26,28,30,32,34,36,38,40,28,30,32,34,36,38,42,42,30,32,34,36,38,40,42,44
select this matrix in the "matrix" tab
---------------------------------------------------
adjust in "Encoder" tab:
Rate Control Mode - CQ
Motion search precision - High quality(slow)
vbv buffer - 112
OffSet CQ Value - 60
File Prediction Factor - 0.99
tick "Enable padding"
click in "Adv. Set" and adjust GOP(for ntsc)

make a sample with a little chapter and see the result!
i have tons using this way!
and if needed, a better script with filters.

Goto www.kvcd.net (http://www.kvcd.net) and download the program ToK. It does automatic file prediction!!!
