I have demuxed some dvb material using a program called ds.jam instead of PVAStrumento. I now have a .mpv file that I would like to convert using dvd2svcd. Meaning I want to skip the PVAS demuxing portion of the process. Could somebody tell me how I can do this? Can I change something in the project file?

This isn't an answer directly to your question, but it will solve your dilemma.
I recommend you use the rename-to-.vob method of processing DVB/PVA streams. It's alot easier (at least IMO) than any other method. Basically you take the stream itself, rename the file to .VOB and process that using any old IFO you have laying around (well, not any, there are a few restrictions). The best way to do it is to use IFOEdit, and use it's Create IFO feature to - you guessed it - create an IFO. Just base it off the file you just renamed to .vob, disregarding the fact that it really isn't a VOB, it doesn't matter.
Then process as if it were a normal ripped DVD.
I've done this on a good number of occasions in processing captured video from my Dazzle II, and it's worked flawlessly evlery time.
