any ideas how i could filter this lines/bars ot of my tv captures?

they are not there all the time... only for a few seconds then gone.is there a way to detect them and remove without destroying frames where they do not appear?

This pretty looks like a cable problem. What input are you using and what kind of signal is it(sat, cable, air)?
If it's the tuner, check the shielding, especially within the connectors.
I think you can't filer out such stripes. The best would be to eleminate the problem where it's caused.
