wma audio conversion

Could someone advise on a tool to convert wma files to mp3.

I have tried Nero file encoder with the wma plugin but that will not work.

Foobar 0.6 would do the job. Foobar Downloadsite (http://foobar2000.hydrogenaudio.org/) It plays anything and can convert to .wav. After that you could use any tool to convert it to .mp3, including Nero.
Generally speaking it's a bad idea to convert one lossy format to another. Do this only when the (mp3)quality is high enough, like lame -alt preset standard.
