hmm.. how many times have you actually encoded to ogg vorbis? The default mode for Vorbis is not bitrate based, rather you indicate a quality factor between 0 and 1 (the higher the better the sound quality). If you need a rough estimate of the quality -> bitrate relationship (and keep in mind it's not perfectly accurate), get a tool like oggmachine, enter a quality factor and it'll show you the resulting bitrate.

In HeadAC3he you'll find the quality settings right above the bitrate settings (I'm sure you have seen it before..). It has a range of 0.00-10.00 and the estimated bitrate is displayed to the right of it. You should always change the quality settings, not the bitrate settings when encoding to Vorbis.

What provides better audio speech quality (obviously for movies - more specifically anime)? OGG or MP3? I usually end up jacking the quality somewhat higher (160kbps VBR mp3) so I'm wondering if I could increase the OGG quality and still obtain the same size

i've always equated 128Kbit ogg to be about the same quality as a 192Kbit Mp3.
