Use of ms instead of frames in interleaving

Is it possible to develop a function were you can choose between ms and frames when doing audio/video interleaving. When interleaving AC3 audio with Divx 5.x video I'm using 64ms or 96ms. If I use any other settings including frames I get some tiny annoying freezes in the video playback.
