How to create a ".VOB" file from a ".JPG" file?

I know this is silly but I hope some one here can guide me through step of doing it.
I want to take a .JPG image and convert to a .VOB without audio.

I assume you want to view a JPG on DVD player? You can use Maestro, import your JPG('s), place them on the timeline, set your initial stream, compile and burn with Nero (for example...). Ulead DVD Picture Show is also a simple, but with lot's of options, program to suit your needs...
