Creating Menus

Is there a program that will allow me to create menus without re-encoding the movie? I'm using DVD Shrink and would like to create menus with minimal fuss.

what you can do is demux everything, and author everything together with your own menu.

For some reason, when I demux and reauthor, I get worse video quality. Speciffically, I get a jitter, ratchetting effect when there is motion in the video, especially when panning. Any idea why this happens and what I can do to prevent this effect?

Because of this, I would like to create new menus without demuxing and reauthoring. Any ideas?

It can be more easy but not the best way here - such progies as Ulead DVD movie factory.
It has DVD EDIT feature- just a simple reauthor method. Then u can burn movie in dvd fast editable mode ( RW media ) - it would be more easy to make changes next time.
