We track the problem down to a new feature we add in 5.0.4.
As this bug is a huge annoyance for some users, we decide to release a fix as soon as we got one.
This should fix the keyframe-only encode with some encoding app (DVD2AVI, AVIUtil…) but also some way out of target bitrate issue with some capture applications (AVI_IO…), actually that was the same issue.
Download one of the proposed fix:
For DivX Pro Version:

For DivX Standard Version
http://download.divx.com/divx/DivX5.0.4Test_std.zip
For DivX Ad-Supported Version
http://download.divx.com/divx/DivX5.0.4Test_ad.zip
Download the file that corresponds to your DivX version (Std, Pro or Ad) then unpack the DivX.dll in you Windows\system32 (or WINNT\System32), overwrite the older file, and that it, you do not need to register again if you are a pro user.
Please test it extensively, with different capture/encoding app, bitrate mode and feature set.
