Is there a filter for avisynth that will mimick what Qpel does? Or make a H263 encoded movie look like one encoded with xvid that has qpel activated?

What do you mean by "mimick what Qpel does"? QPel is a technique to enhance Motion Estimation during the encoding process, Avisynth is an application that manipulates a video prior to encoding. Those two operate on entirely different processes.

That's what I thought. I just meant mimick in the way that qpel makes a h263 encode much crisper than usual. Wondering if there is any other method by which to make a crisp 1cd encode.

Either use a sharper resizer (e.g. Lanczos, or use higher values for Bicubic) or try some sharpening (http://www.avisynth.org/index.php?%20page=Section+3%3A+Filters+and+colorspaces#q28) filters.
