How to deal with .rar file????????

I am trying to dl HeadAC3he so i can transcode audio in the DVD ripping process. But when i dl the HeadAC3he file, it comes with the .rar and i have no idea how to unzip or extract it to a directory. Anybody have any ideas how to deal with .rar so i can use or if anybody know the place i can get HeadAC3he in .zip file? Any suggestions or replies would be greatly appreciated.

Use WinRar. It is very similar to WinZip, but handles more types of compression. You can download a trial version from the Website (http://www.rarlab.com/).

Or use 7-Zip (7-zip.org). 7-zip handles many formats including ZIP, TAR, GZ, RAR, 7Z, and some other random formats. It is also open source. I use it.
