any way to add a black patch?

hi. i just backup up some deleted scenes from notting hill, and there's a very annoying timer thing in the corner, but it's not on the black border, it's on the picture. so if i cut the whole thing horizontally the pcture will be too narrow.

i was just wondering if there was any progrma that would let me put a black box where the timer is. basically a logo program, but i'll but a black bar instead of a logo. anyone/?
