What is 23.976 fps and NTSC 29.976? and what's the difference? Thx!

23.976 is material encoded for cinema, aka FILM. 29.97 is the native TV framerate, usually interlaced. Read my vocabulary here. (http://www.doom9.org/ivtc-tut.htm)
